So that the iPhone can be found even when it is turned off, you need to make sure that the 'Find' application network is properly activated. To do this, just open Settings and tap on your name (at the top of the screen). Then, go to Find » Find iPhone and confirm that the “Find iPhone” and “Find App Network” options are activated.

When you turn off the iPhone, a message will appear on the screen saying “iPhone Findable After Shutdown” and by tapping it, you can get more information about the feature and also temporarily disable tracking if you want.

When the feature is turned on, it is possible to locate your iPhone for up to 24 hours after it has been turned off. Also, when you want to search, just use the 'Search' app on another device or even through the iCloud website
