Download stickers from WhatsApp
It is possible to add new sticker packs through the WhatsApp application itself. To do this, just enter the stickers area when typing a message. In it, you will find an icon the + sign. Tap on it to find different pack options full of different stickers.
When you download them, they are available for use in conversations with any contact. You can also manage which packages are installed in your app from this area.
Application to create stickers: Sticker.ly
One of the most popular and powerful apps for creating stickers is Sticker.ly, available free of charge for Android and iOS. it is possible to both create and download stickers, whether static or animated.
To download sticker packs, just open the app and tap the magnifying glass button to search, or select one of the suggested packs on the Sticker.ly homepage.
To create stickers, just tap the + button at the bottom of the screen and follow the app's instructions.

Download stickers from official Android and iPhone stores
Many sticker creators offer their works for free (or even upon payment) through the platforms' official application stores, that is, the iPhone App Store or the Android Play Store. To find these apps, just open the app store and search for “Stickers” and then select the one you like the most.

WhatsApp Web has a native tool to create stickers. It is very simple to use: on the sticker selection screen, the first option is “Create”. Click on it, choose the image you want to turn into a sticker, and that's it! Just send it to your contacts. Remember to save it in your sticker catalog to use it in other opportunities!
